Shade Inclusivity Starts in the Formulation Lab — Not the Marketing Meeting

Inclusivity in cosmetics is often communicated through advertising.
It is visible in campaign casting, product photography, shade names and retail displays.
But by the time a campaign reaches the consumer, the most difficult work should already have happened.
A genuinely inclusive complexion range begins much earlier—when formulators decide how many shades to create, how those shades will be distributed across skin tones and undertones, which pigments will build them, and whether every shade can maintain the required stability and sensory performance.

What does inclusivity demand from the formulation itself?
More shades do not automatically mean greater inclusivity
A range can contain twenty, thirty or forty shades and still leave significant gaps.
The number printed in the launch announcement matters less than the architecture behind those shades.
Skin tones do not progress through a simple line from “light” to “deep”.
Depth is only one variable.
Undertones can shift the visual character of a shade substantially, creating warm, cool, neutral, golden, olive, red or other tonal tendencies.
For formulators, this means building a shade system rather than merely adding more colours.
An inclusive range therefore requires deliberate decisions about:
depth distribution;
undertone distribution;
pigment ratios;
opacity and coverage;
dispersion;
stability;
compatibility with the base formulation;
and consistency across the full range.
Representation may be the objective.
Colour science is one of the tools required to achieve it.
Every shade is a pigment equation
Complexion products rely heavily on precise pigment combinations.
Iron oxides are among the important pigments used to build foundation shades, particularly red, yellow and black iron oxides. Their relative proportions contribute to the final shade created.
This sounds straightforward until a brand begins expanding across dozens of tonal positions.
Moving from one shade to the next is not simply a matter of “adding more brown”.
The relationship between red, yellow and black components must be carefully controlled while maintaining the intended brightness, undertone and depth.
At the extremes of a shade range, the formulation challenge can become even more pronounced.
A system optimised around a narrow middle range may not automatically behave identically when pigment loading or pigment ratios change significantly.
Inclusivity therefore has formulation consequences.
The base formula cannot be treated as invisible
A common misconception is that the foundation base remains constant while only the pigment mixture changes.
In reality, the complete system matters.
Pigments occupy physical space inside the formulation.
As shade depth and pigment loading change, the formulator still has to preserve the desired viscosity, spreadability, coverage, finish and stability.
The challenge is therefore not merely:
Can we create this colour?
It is:
Can we create this colour while maintaining the same product experience?
A consumer choosing the deepest shade should not receive an inferior texture because the formulation was originally optimised around a lighter one.
A consumer choosing the lightest shade should not receive a different standard of wear.
That is where inclusion moves from marketing philosophy to formulation discipline.
Dispersion determines what the consumer actually sees
Pigment selection alone does not guarantee accurate colour.
Pigments must also be distributed effectively through the formulation.
Poorly controlled dispersion can affect uniformity and alter the way a shade appears when spread over the skin.
This becomes particularly important when a product is expected to deliver a consistent tone across an entire face rather than simply appear correct inside its packaging.
The formulator therefore has to consider not only the pigment composition but the way those particles behave inside the finished system.
Particle characteristics, surface treatment, dispersion strategy and interactions with the surrounding base can all become relevant formulation variables.
This is why colour cosmetics require both aesthetic judgement and material science.
The colour in the package is not the only colour that matters
A complexion product can look correct when first applied and still create an unsatisfactory consumer experience if its appearance changes after application.
Research on liquid foundation has examined colour change and darkening across different shade systems, including the effects of formulation variables and pigment behaviour.
For an inclusive range, this matters enormously.
A shift that appears modest in one shade can be much more visible or undesirable in another.
Shade validation should therefore consider the product as it is actually worn—not simply how it appears immediately after manufacture.
For brands, inclusivity must survive the full consumer experience.
Inclusivity increases the importance of consistency
The larger the shade range, the larger the colour-control challenge.
Imagine a manufacturer producing one complexion product in thirty shades.
A colour inconsistency does not affect one SKU in isolation. It potentially disrupts an organised tonal system in which each shade has a deliberate relationship with the ones beside it.
Batch-to-batch consistency therefore becomes part of inclusivity.
If the same shade shifts between production lots, the consumer loses confidence in the shade match they previously selected.
This is where raw-material quality, pigment consistency, manufacturing controls and formulation discipline converge.
A successful inclusive range should remain inclusive not only at launch, but across every subsequent production cycle.
Inclusive formulation requires better briefs
The best shade-development projects begin with better questions.
Instead of:
“How many shades should we launch?”
development teams should ask:
Which consumers are currently underserved?
Instead of:
“Can we make the range darker?”
ask:
Which depth and undertone combinations are missing?
Instead of:
“Can we add more pigments?”
ask:
How will the formulation behave as the pigment architecture changes?
And instead of treating inclusivity as the final marketing layer, build it into the technical brief from the beginning.
That changes the development process.
It also changes the role of ingredient partners.
Ingredient suppliers can contribute upstream

But the strongest brands will move the discussion beyond the number of shades on a shelf.
Real inclusion requires a deeper question:
Has the product been engineered to serve the diversity it claims to represent?
That question belongs first to R&D.
It belongs to pigment selection.
It belongs to dispersion.
It belongs to testing.
It belongs to manufacturing.
And only after those decisions have been made does it belong to marketing.
